Please Help!

Hello all,
I have a relatively new channel on youtube and I recently got the exciting news that a recruiter was interested in partnering me! I was really excited and talked to him on skype. His name on youtube was Fluuent and same on skype. He said that I would get an email withing 3 days or 2 weeks depending on who was pending review for my channel. I just wanted to ask ALL partners a)has this guy ever contacted you and is he really a recruiter for this network and b)how long it took to recieve the email to become partnered.
